LHC starts race for £1.85bn UK construction framework
LHC Procurement Group has kicked off the race for places on its next-generation Public Buildings Construction and Infrastructure Frameworks.
Around 47 firms including big name players like BAM, Kier, Galliford Try, Morgan Sindall, Vinci and Willmott Dixon as well as regional players like Esh and Britcon now face a fight to retain their places.
The clutch of three frameworks spanning works in England, Wales and Scotland promise work pipelines worth up to £1.85bn combined.
The framework will replace current regional agreements and cover everything from new builds and listed refurbishments to civil infrastructure, demolition, and hard FM.
It will run for five years from April 2026, with a possible one-year extension.
Procurement is being run through LHC’s regional hubs — SPA in Scotland, WPA in Wales, and LHC in England — under three parallel tenders, each mirroring a 10-lot structure covering values from under £1m to over £25m.
The new PB4 framework will support a wide mix of public sector clients including councils, NHS trusts, blue-light services, defence estates, and schools.
It will also allow both traditional and modern construction methods, including MMC Category 2 framed and panelised systems.
LHC said the framework is being shaped by continuous consultation and feedback from public sector partners to ensure alignment with local priorities such as decarbonisation, community benefits and SME access.
Tender deadlines are set for 9 December 2025, with contract awards expected by April 2026.
