Kier scoops £700m Norfolk highways upkeep deal

Kier has secured a £700m deal to deliver Norfolk County Council’s new highways and infrastructure works contract.

It will replace incumbent maintenance contractor Tarmac in the region covering nearly 10,000km of roads across the county.

The long-term contract, starting in April 2026, will run for up to 14 years and includes surfacing, bridge maintenance, drainage, grass cutting, and surface dressing works across the network.

Kier will also back Norfolk’s sustainability and innovation goals through new technology, community engagement, and skills programmes — including opportunities for care leavers.

James Birch, managing director for highways at Kier Transportation, said that the deal marked the beginning of a hugely important strategic relationship with the council.

“We will create local job opportunities, support local SMEs and supply chains, and our service will focus on innovation and working collaboratively to provide a safe, reliable and sustainable highways network for the county,” he added.

Cllr Graham Plant, Norfolk’s cabinet member for highways, said Kier’s “commitment to quality, innovation, sustainability and social value shone through” in its bid.

“This is a vital and significant partnership for the county council,” he said. “I am especially pleased to see that this contract will open doors for young people in Norfolk, including care leavers.”
