Green light for Surrey Police HQ and homes plan

Surrey Police have got the planning green light for a new divisional headquarters in Leatherhead as part of a major mixed-use redevelopment.

Mole Valley District Council has approved the hybrid application for the 10-acre ex-Electrical Research Association site at Cleeve Road, paving the way for a new purpose-built eastern divisional HQ alongside up to 225 new homes.

The £100m project will be delivered in three phases. Phase one will see the construction of a police HQ building with new parking, access and landscaping.

Work is expected to start in April 2026 with Vinci believed to be a bidder for the job.

Phase two includes the demolition of existing buildings and delivery of 40 affordable homes, while phase three will bring forward a further 185 homes under outline consent.

The site, owned by the Police and Crime Commissioner for Surrey, replaces the force’s former Reigate base, which was forced to close in 2023 after the discovery of RAAC concrete. Officers have since been working out of the former Surrey Fire & Rescue HQ in Wray Park.

The project forms part of Surrey Police’s wider estates transformation programme aimed at cutting running costs and improving sustainability across its property portfolio.
