A9 dualling switches to £1.9bn framework model

The Scottish Government is switching to a framework-led approach to deliver the final five contracts on the A9 dualling programme, ditching the previous project-by-project tender model.

Transport Scotland will start market engagement next month ahead of inviting bids in March for places on a four-year A9 Dualling Delivery Framework Agreement, covering the remaining sections between Perth and Inverness.

The £1.9bn programme will see all future work let via call-offs under a single framework, a move expected to speed up procurement and improve delivery efficiency on the long-delayed scheme.

Earlier phases were let as standalone contracts, with Balfour Beatty and Wills Bros securing major packages.

Remaining sections earmarked for framework


  • Pass of Birnam to Tay Crossing: 8km (£226m)
  • Killiecrankie to Glen Garry: £21.6km (£438)
  • Glen Garry to Crubenmore: 21km (£336m)
  • Crubenmore to Kincraig: 16.5km (£344m)
  • Dalraddy to Slochd: 25km (£553m)

Transport Scotland said the framework could include a lotting structure, but this will be shaped by contractor feedback during consultation.

The framework will cover full design and construction of dual two-lane all-purpose carriageway, including bridges, junctions, earthworks and extensive environmental mitigation on the remaining 90km of upgrade.

Community benefits, SME participation and fair work commitments will form part of the delivery requirements.
