£1.8bn framework planned for green retrofit drive

Manchester social housing framework specialist Procure Plus is preparing a £1.8bn framework to deliver low and zero carbon technologies.

The four-year deal for social housing and wider public sector buildings across the UK will cover installation of air and ground source heat pumps, electric heating, solar panels, battery storage, insulation, ventilation, and whole-house retrofit packages.

The not-for-profit housing procurement body is targeting SMEs and larger contractors to join the framework, which is expected to go out to tender on 23 May.

Early market engagement is already underway as Procure Plus looks to firm up pricing models and eligibility criteria based on suppliers’ financial standing, insurance and accreditations.

The new framework will run from November 2025 to November 2029 and is intended to support retrofit schemes aligned with net zero and decarbonisation goals across the housing sector.

Firms interested in bidding are being urged to register early interest by email.
